Subnet Stake Transfers

Fetch stake-transfer activity for one subnet over a 7d or 30d window: the distinct senders (accounts), the StakeTransferred event count, and the average transfers per sender, computed live from the account_events StakeTransferred stream. The per-subnet drill-in of GET /api/v1/chain/stake-transfers (which ranks only the top-N subnets and cannot be queried by netuid) and the between-coldkeys sibling of GET /api/v1/subnets/{netuid}/stake-moves (within-account re-delegation churn) — transfer_stake relocates staked alpha from one account to another on the same hotkey (origin leg only), so it moves ownership, not net capital. Schema-stable zeroed card when the subnet has no StakeTransferred events in the window.
