Subnet Stake Moves

Fetch stake-movement (re-delegation) activity for one subnet over a 7d or 30d window: the distinct movers (accounts), the StakeMoved event count, and the average movements per mover, computed live from the account_events StakeMoved stream. The per-subnet drill-in of GET /api/v1/chain/stake-moves (which ranks only the top-N subnets and cannot be queried by netuid) and the re-delegation-churn sibling of GET /api/v1/subnets/{netuid}/stake-flow (net capital flow) — move_stake relocates stake between hotkeys/subnets without unstaking, so it is churn, not flow. Schema-stable zeroed card when the subnet has no StakeMoved events in the window.
