Subnet Prometheus

Fetch Prometheus-endpoint serving activity for one subnet over a 7d or 30d window: the distinct exporters (hotkeys), the PrometheusServed event count, and the average announcements per exporter, computed live from the account_events PrometheusServed stream. The per-subnet drill-in of GET /api/v1/chain/prometheus (which ranks only the top-N subnets and cannot be queried by netuid) and the telemetry-endpoint sibling of GET /api/v1/subnets/{netuid}/serving (axon endpoints). Schema-stable zeroed card when the subnet has no PrometheusServed events in the window.
