Subnet Burn

Fetch the live current registration/burn cost for one subnet (#6321) — the dynamic price between the static min_burn_tao/max_burn_tao bounds already in /subnets/{netuid}/hyperparameters, queried from the chain's own Burn storage map at request time with 120s KV cache. burn_tao is null on RPC failure; a subnet with a genuinely zero burn cost reads back a real 0.
