Subnet Lease History

Fetch every SubnetLeaseCreated/SubnetLeaseTerminated event one subnet has had (#6719, part of epic #6717), decoded from the account_events stream #6718 started capturing. Served live from the Postgres-backed all-events tier (ADR 0013), no static file. A subnet that has never been leased returns an empty lease_events array, not an error — that's the common case.
