Fetch the windowed most-active-account leaderboard (signers ranked by ?sort=tx_count or ?sort=total_fee_tao, with total fees/tips + newest signed block) over a 7d or 30d window, optionally scoped to one pallet with ?call_module=. Computed live from the first-party extrinsics D1 tier (#1990); schema-stable signer_count:0/signers:[] when cold.
